Parking Bylaws & Fines

The Calgary Parking Safety & Compliance division enforces bylaws under the Calgary Traffic Bylaw and the Calgary Parking Bylaw.

Section 9(14) Remain in a Space Unpaid

The bylaw says

"No owner or operator shall remain in the zone controlled for longer than the period of time for which payment was made"

In simple terms

Vehicles parked in spaces where payment is required must make a payment for the entire duration the vehicle is parked in that space. If no payment was made or if the vehicle was parked for longer than the time paid, a parking ticket can be issued under this section.

Note: enforcement officers use a short grace period before and after each paid parking session. This section does not apply to emergency vehicles, all police vehicles and properly marked City of Calgary and Government of Canada vehicles.

Purpose

Enforcement of this section ensures that a maximum number of vehicles have an opportunity to use these parking spaces.

Applicable Fines

If paid within 10 days: $40

If paid within 30 days: $50

If paid after 30 days: $75

Section 13(1) Overtime parking

The bylaw says

"Unless specifically permitted by the other provisions of the By-law, no operator or owner shall park or permit to be parked by any vehicle on any roadway or public place for any period longer than is permitted by the applicable traffic control device"

In simple terms

Traffic control devices include signs that indicate parking restrictions such as time restrictions, no parking or stopping restrictions, or residential parking restrictions. Vehicles parked longer than the sign indicates may be ticketed.

Purpose

This section ensures there is short-term parking for vehicles.

Applicable Fines

If paid within 10 days: $40

If paid within 30 days: $50

If paid after 30 days: $75

Section 9(17)(b) Not parked within designated stall

The bylaw says

"Except as otherwise provided in this Section and subject to the act, another provision of this By-law or a traffic control device, where parking spaces have been marked, no owner or operator shall stop or park or permit the stopping or parking of any other vehicle than;

(b) other than between the lines or marking indicating the limits of a single parking space."

In simple terms

Vehicles not parked within a marked and designated stall can be ticketed. Vehicles parked on roadways or at the end of stall row can also be ticketed.

This section applies to LRT parking lots and private property provided that stall markings are clearly visible. Parking signs must designate "Park in designated stalls only".

Purpose

This section ensures that vehicles are parking in the allotted spaces so the maximum number of vehicles can park in parking lots.

If paid within 30 days: $50

If paid after 30 days: $75

Section 27(1) In alley - within 1.5m

The bylaw says

"No owner or operator of a vehicle shall stop or park or permit the stopping or parking of the vehicle on either side of any alley in front of or within one and one half meters of a driveway or garage entrance entering into the alley."

In simple terms

Vehicles parked in front of, or within 1.5 meters of a driveway or garage entrance in an alley can be ticketed and/or towed.

Purpose

This section ensures that vehicles have safe access to garages and driveways. Vehicles parked too close to garages and driveways limit visibility and are a safety concern to motorists and pedestrians.

Applicable Fines

If paid within 10 days: $40

If paid within 30 days: $50

If paid after 30 days: $75

Section 28 (1) Unauthorized on Private Property

The bylaw says

"No owner or operator of a vehicle shall park or permit the parking of the vehicle on any private property that has been clearly marked as such by a sign or signs posted thereon without the prior permission of the owner, tenant, occupant or person in control of the private property."

In simple terms

Vehicles parked without authority on clearly signed private parking can be ticketed and/or towed.

The property owner (or a person delegated by the property owner) must request enforcement and have clearly marked signs indicating private property.

Purpose

This section ensures that property owners can designate authorized parking areas and have unauthorized vehicles ticketed and removed from the site.

If paid within 30 days: $50

If paid after 30 days: $75

Section 32(3) Disabled - failure to display placard

The bylaw says

"The owner or operator of a motor vehicle which is not identified by a handicap placard or license plate that is issued or recognized by the Solicitor General for persons with disabilities shall not stop or park or permit the stopping or parking of the vehicle in a parking space designated pursuant to Subsections (1) or (2)."

In simple terms

Vehicles parked in a disabled parking area that do not display a valid handicap placard or license plate can be ticketed. Note: vehicles partially parked in a disabled stall can be ticketed.

Purpose

This section ensures that disabled members of the community are assured their right to have access to facilities that able bodied people do. The disabled often require wide stalls that are located close to building entrances in order to ensure access.

Applicable Fines

If paid within 10 days: $200

If paid within 30 days: $250

If paid after 30 days: $300

Section 3(1)(e) Parked too near a stop or yield sign

The bylaw says

"Unless required or permitted by the Act or by a traffic control device, or in compliance with the directions of a peace officer, or to avoid conflict with traffic, a driver shall not stop or park that vehicle within 5 metres on the approach to a stop sign or yield sign."

In simple terms

Vehicles stopped or parked within 5 metres of a STOP or YIELD sign can be ticketed and/or towed.

Purpose

This section ensures the safe, unobstructed movement of vehicles through the intersection and ensures visibility of the sign.

If paid after 30 days: $68
